George serves as Chair of the firm’s Federal Practice and National Security Law Group. He represents state and local governments, federal departments and agencies, educational institutions, lenders, and private entities in connection with public-private transactions, the redevelopment of closed military installations, government and commercial real property transactions, enhanced use leases, property exchanges, government contracts and the financing of government and commercial facilities and development projects. George works on all phases of complex government to government and government to private sector development projects and regularly structures, negotiates, documents and closes these transactions.
George serves concurrently as General Counsel to the Association of Defense Communities (ADC), the premier national organization representing state and local governments and communities with active, closed and closing military bases. As the ADC General Counsel, George has authored or participated in the enactment of legislation addressing Military installation and State and local community infrastructure issues such as the Defense Community Infrastructure Program (DCIP) and the Intergovernmental Support Agreement Program (IGSA).
Prior to joining Kutak Rock, George served for over twelve years in various positions in the Pentagon, including Senior Counsel in the Office of the Secretary of Defense. In that position, he counseled the Secretary of Defense and the Secretary’s immediate staff, on matters related to real property transactions (including privatization, facilities financing, base closures, defense installations, leasing, and international agreements), construction (including government contracts), and associated environmental matters. During his tenure with the Defense Department, George served also as Counsel to the Office of Economic Adjustment, Counsel to the President’s Economic Adjustment Committee, Counsel to the President’s Commission on Alternative Utilization of Military Facilities, Counsel to the Department of Defense’s Bureau of Prisons Assistance Council, and Assistant Counsel to the Naval Facilities Engineering Command.
While with the Office of the Secretary of Defense, George was instrumental in the drafting, Congressional adoption, and policy implementation of the original 1988 Base Closure Act (Defense Authorization Amendments and Base Closure and Realignment Act), and testified frequently before Congressional committees on matters relating to Defense real property transactions, construction projects, and the financing of defense facilities. As an adviser to the Secretary of Defense, Mr. Schlossberg prepared the first compendium of all Federal policies and regulations related to base closure and reuse; Mr. Schlossberg continues to compile and publish this volume annually and the publication now entitled Department of Defense Base Closure and Federal Property Disposal Authorities (29th ed.) features Federal statutes, executive orders, policy statements, regulations, DOD and military department directives and memoranda that form the foundation for the Federal base closure and property disposal process.
