News | September 12, 2024

Kutak Rock congratulates Prince George’s County Public Schools (PGCPS) on the closing and groundbreaking of its Blueprint Schools Phase 2 Public-Private Partnership (P3) project. This milestone marks another transformative chapter in the modernization of education infrastructure within Prince George’s County and sets a national example for the innovative delivery of public schools.

Kutak Rock served as outside counsel to PGCPS, supporting PGCPS to structure, procure, negotiate, and close this Phase 2 project, which will result in the delivery of eight new schools in Prince George’s County, Maryland between 2026 and 2028.The firm also represented PGCPS on its Phase 1 Blueprint Schools P3 project that resulted in the delivery of six new schools in 2023, which was the first K-12 public schools P3 project in the United States.

“We’re so grateful to have contributed to this project which not only will deliver much-needed infrastructure, but will also have a dramatic impact on the students, staff, and community in Prince George’s County,” said Hilary Jackler, Vice Chair of Kutak Rock, who led Kutak Rock’s team on this project.“We are proud to have partnered with PGCPS, as well as stakeholders in Prince George’s County and the State of Maryland, and the selected developer, Progressive Education Partners LLC, to create this project that will enhance educational outcomes and create community opportunities for decades to come.”

The public-private partnership model reimagines how educational facilities can be delivered in the U.S., and PGCPS has led the way in this innovative approach. With this partnership, the schools are expected to be delivered faster and with enhanced operational efficiency.

“This project is more than just constructing buildings; it’s about creating opportunities and bright futures for the children of Prince George’s County,” said Nicole Moriarty, a partner in Kutak Rock’s Washington, D.C. office. “By working together, we’ve helped to accelerate the delivery of much-needed modern learning environments where students can thrive and reach their full potential.”
