Emma Kate represents clients on a broad range of public finance transactions, regularly serving as bond and disclosure counsel in various tax-exempt and taxable bond issuances and as special counsel to governmental entities in all stages of economic development. 

She contributes extensive knowledge in the creation, negotiation, and administration of Kansas economic development incentives including tax increment financing (TIF), reinvestment housing incentive districts (RHID), community improvement districts (CID), industrial revenue bonds (IRBs), sales tax and revenue bonds (STAR), special benefit districts (SBD), and tax abatements.
