Kutak Rock acted as Bond Counsel in connection with the issuance by the Trustees of the University of Wyoming of its $203,990,000 of Facilities Revenue Bonds, Series 2021C to provide funds to construct two new residence halls, a new dining facility, parking garage and related facilities in Laramie, Wyoming.

A new north residence hall will be built at the corner of 15th and Lewis streets. In addition to providing rooms for approximately 434 students, the facility will include a two-level dining facility that seats 850 students. A new south residence hall will be east of Half Acre Recreation and Wellness Center, and with rooms for approximately 466 students. In both halls, there will be double and single rooms, two-bed semi-suites and four-bed semi-suites. Attractive green spaces and other landscaping will be created as part of the Project. The exterior design of the residence halls will follow the Collegiate Gothic sandstone style of other buildings on the University’s central campus. These new halls will replace residence halls located along Grand Avenue.

A new, three-level parking facility will be built at the southwest edge of campus. The parking structure will be built to help address the loss of parking spaces due to residence hall and other construction around campus. When completed, the parking facility will provide spaces for 375 vehicles, as well as the office of the University Police Department. The exterior design of the parking facility will follow the Collegiate Gothic sandstone style of other buildings on the University’s central campus.

The construction of the residence halls and dining facility is expected to start in Summer of 2022 and to be completed in Fall of 2024. The construction for the parking garage is scheduled to start in Fall of 2021 and to be completed in Summer of 2022.

Fred Marienthal, Ryan Jardine and Shawn Willette worked on this transaction.
