Larkin has extensive experience counseling technology leaders, emerging companies and investors on complex matters at the intersection of technology, privacy and entrepreneurship.

Larkin advises clients on data privacy compliance, cybersecurity incident response, artificial intelligence, capital formation, licensing arrangements, and mergers and acquisitions. She also frequently serves as outside general counsel to technology and emerging market companies, guiding them through formation, commercial contracts, fundraising and exit strategies. Her broad background in privacy and as corporate counsel expands Kutak Rock’s corporate privacy work as she assists clients firmwide with privacy compliance and breach response matters.

Earlier in her career, Larkin practiced at an international firm where she handled national security and cybersecurity matters, global regulatory inquiries, and complex investigations. She has also served as associate counsel at Visa Inc. and completed a fellowship at the Brookings Institution and the Lawfare Institute, focusing on national security law. She is also a Certified Information Privacy Professional/United States (CIPP/US).

Active in the Denver and Front Range startup community, Larkin is a frequent speaker on issues impacting technology businesses and maintains a robust pro bono practice.

  • Advising closely held businesses in commercial contracts and M&A transactions, including buyouts, asset purchases and equity sales.
  • Advising multinational companies in civil and criminal investigations before the DOJ, the SEC, state securities regulators and committees of the U.S. Congress.
  • Representing global and middle-market companies through all phases of data security incident response, including forensic assessment and consumer and regulatory notifications.
  • Counseling on data privacy program implementation, including in forensic assessment, law enforcement interactions, data subject request responses.
  • Advising global and startup technology companies on regulatory developments relating to data security and privacy.
  • Representing domestic businesses and foreign acquirers and investors on CFIUS matters in connection with cross-border corporate transactions.
  • Advising clients in high-level security clearance revocation proceedings, including with polygraph examinations.
