Tyler advises municipalities as bond counsel and special tax counsel in connection with the issuance of municipal bonds and as special counsel in connection with economic development matters.

Tyler assists municipal issuers, including cities, counties, and school districts, with issuing municipal bonds and notes, securing lease financing, and structuring economic development incentives. His experience in economic development includes industrial revenue bonds (IRBs), tax increment financing (TIF), community improvement districts (CIDs), transportation development districts (TDDs), and rural housing incentive districts (RHIDs). Tyler regularly advises municipal clients on disclosure and has presented on topics relating to continuing disclosure compliance and economic development incentives. 

  • Bond counsel and disclosure counsel for general obligation bond issues financing public buildings and infrastructure.
  • Special tax counsel for lease-purchase transactions and certificates of participation financing land acquisition, park improvements, vehicles and equipment.
  • Bond counsel for industrial revenue bond issues financing manufacturing and distribution facilities, hotels, retail and multifamily residential projects.
  • Special counsel to municipalities negotiating development agreements and drafting economic development policies.
