The Council of Development Finance Agencies (CDFA) will offer an online course called, “Intro Public-Private Partnership (P3) Finance Course” on June 19-20. The course advisor is Seth Kirshenberg, Kutak Rock’s co-chair of the P3 infrastructure group. Joining Mr. Kirshenberg are a number of professionals in the P3 arena.

The course will focus on how government, university, and development finance agencies can adopt P3 principles to address a variety of projects. Basic concepts, key players, asset valuation, financing, negotiation, risk assessment, and other necessary elements are at the center of the course. Interest in P3 financing is growing as state and local governments face tough budget decisions along with declining federal investment in infrastructure.

Mr. Kirshenberg regularly structures, negotiates, documents and closes large, complex transactions for lenders, developers, universities, federal, state and local government entities. His practice requires him to work on all phases of development projects that include public-private partnerships and structured finance projects, among others.
