Joseph Kavan To Present on Exports Involving U.S. Arms Transfer and Sales

Kutak Rock attorney Joseph Kavan will present at The United States Defense Industry: Innovation, Acquisition, and Analysis symposium on February 23, 2018 at the Texas A&M University School of Law Lecture Hall.

Kavan's presentation, "General Export Concepts," will review:

  • U.S. export controls (primarily commercial export controls and military export controls)
  • U.S. and International Traffic in Arms Regulations
  • Defense trade controls registration
  • The U.S. munitions list
  • Export prohibitions and exemptions
  • Violations and penalties

Kavan will present as part of an afternoon session titled "U.S. Arms Transfer and Sales."

The one-day symposium is presented by the Texas A&M Journal of Property Law.

Kavan is the founder and chair of the firm’s National Firearms Practice Group. He has a deep expertise in the analysis and application of the statutes, rules, regulations and interpretations of the National Firearms Act, the Gun Control Act of 1968, the Arms Export Control Act, the International Trafficking in Arms Regulations (ITAR), the National Instant Criminal Background Check System (NICS) Regulations and state laws and local ordinances related to firearms dealers, gunsmiths, manufacturers of firearms and ammunitions and firearms importer and exporters. He represents entities involved in the firearms industry in their licensure, regulation, structure, organization, financing and ongoing compliance.
