Michael focuses on representing issuers and underwriters in tax-exempt and taxable financings, particularly for transportation-related issuers, including, among others, airports, ports and mass transportation systems, and for utility-related issuers such as water, wastewater, power and gas systems. He serves as bond counsel, disclosure counsel and underwriter’s counsel on a variety of financing structures, including general revenue, special facility and commercial paper. Michael also represents underwriters and suppliers in gas and electric prepay financings.

  • Serves as bond counsel, disclosure counsel and underwriter’s counsel on financings for several of the 10 largest airports in the United States.
    • Represented Minneapolis-St. Paul Metropolitan Airports Commission as bond and disclosure counsel in connection with its $3 billion multi-year capital improvement program.
    • Represents the Los Angeles World Airports as bond counsel in connection with its multibillion-dollar capital improvement program at Los Angeles International Airport.
    • Served as underwriter’s counsel in connection with $270 million special facility bond transaction for an international cargo company.
  • Serves as bond counsel and disclosure counsel on financings related to some of the largest port facilities in the country.
    • Served as bond and disclosure counsel to Port of Long Beach in connection with numerous financings totaling over $1 billion.
  • Serves as bond counsel, disclosure counsel and underwriter’s counsel on financings related to some of the largest rail and bus transportation systems in the country.
    • Served as bond counsel, disclosure counsel and underwriters’ counsel for over $2.0 billion of multiple financings for Los Angeles County Metropolitan Transportation Authority.
  • Serves as bond counsel, disclosure counsel and underwriter’s counsel on financings for numerous water, wastewater, electric and gas utilities located throughout the country.
    • Served as underwriter's counsel and counsel to the gas supplier in connection with a $900 million natural gas prepay financing for M-S-R Energy Authority.
    • Served a disclosure counsel to Department of Water and Power of the City of Los Angeles on numerous financings for Water System.
    • Served as underwriter’s counsel on numerous financings for Colorado Springs Utilities.
