Michelle counsels special districts, landowners, developers and other related parties on matters relating to special district formation and governance, public financing and construction of infrastructure, and land development.
 
She further counsels many of the districts on matters such as contracts, real property, public procurement of goods and services, ethics, public records and open meetings.

  • Facilitated establishments and boundary amendments of various Community Development Districts (“CDDs”), including but not limited to Alta Lakes CDD, Emerald Lakes CDD, Entrada CDD, and Westwood/OCC Community Development District
  • Obtained validations of various bonds, including but not limited to the following:
    • East 547 CDD – Tenth Judicial Circuit; Polk County; validated $17,000,000 (November 6, 2020)
    • Entrada CDD – Seventh Judicial Circuit; St. Johns County; validated $45,000,000 (March 16, 2021)
    • Astonia CDD – Tenth Judicial Circuit; Polk County; validated $23,500,000 (June 10, 2020)
    • Central Parc CDD – Twelfth Judicial Circuit; Sarasota County; validated $31,000,000 (June 15, 2020)
    • Hammock Reserve CDD – Tenth Judicial Circuit; Polk County; validated $14,000,000 (February 26, 2020)
    • Forest Lake CDD – Tenth Judicial Circuit; Polk County; validated $17,500,000 (February 26, 2020)
    • Westside Haines City CDD – Tenth Judicial Circuit; Polk County; validated $110,000,000 (June 7, 2021)

  • Assisted in issuance of various capital improvement revenue, special assessment and refinancing bonds, including but not limited to the following:
