Charlie advises state and local governments, special districts, authorities, nonprofits, and underwriters on tax-exempt and taxable financings across infrastructure, transportation, utilities, and community development projects. His experience includes serving as bond, disclosure, and underwriter’s counsel on general obligation, revenue, special assessment, and special tax bonds; preparing and reviewing offering documents; and guiding transactions from due diligence through closing. Charlie also counsels issuers and obligated persons on SEC Rule 15c2-12 continuing disclosure, material event reporting, post-issuance tax and securities compliance, and board governance and public meetings procedures.
