Kate counsels special districts on a variety of matters including infrastructure financing, contracts, public procurement of goods and services, public records, real property, and local government law.

Kate currently divides her time between assisting with the development and establishment of special districts and counseling on the day-to-day matters of fully operating special districts throughout the state of Florida. She supports partners with research on a wide variety of legal topics related to local government, representation of issuers in connection with special assessment bonds, special district establishment processes, and contract drafting.
