Jay serves as counsel to municipal issuers, underwriters, lenders, and credit enhancers, all in connection with the issuance of municipal bonds and other obligations. In such capacities he focuses on financing affordable multifamily housing. In addition, Jay acts as special counsel to lenders for the acquisition and documentation of interest rate caps in multifamily housing transactions.
Prior to assuming these roles, Jay served on active duty in the United States Air Force for fourteen years, earning a master of laws in international law and deploying to the Middle East on numerous occasions. He continues to serve as a lieutenant colonel in the Air Force Reserve and write on matters concerning international law and national security. Jay also assists clients with unique national security needs and missions.
