Jessica Ice

Jessica focuses her practice on economic development matters for local governments and port authorities. She has experience with tax increment financings, bond fund transactions, capital leases and incentive loan programs.

Jessica also has experience with other public finance transactions including public-private partnerships, general obligation and revenue financings for public entities including the US$4.2 billion bond and commercial financing of JFK Terminal 6 in 2022, and the nearly US$2 billion refinancing of the JFK Terminal 6 project through tax-exempt bonds in 2024, each issued through New York Transportation Development Corporation (NYTDC) as a conduit issuer for JFK Millennium Partners.

Jessica supports each transaction from start to finish by drafting transaction documents, providing project management support and coordination closing and post-closing logistics.
