Kurt Harris

Associate

Kurt focuses his practice on public finance with an emphasis on capital lease transactions, affordable housing deals, and bond fund work. Since joining Kutak Rock in 2026 he has assisted in structuring, drafting and closing complex financing transactions across these areas, supporting issuers, borrowers and other participants in tax-exempt and taxable bond offerings.

Prior to joining the firm, Kurt served as an attorney advisor with the U.S. Small Business Administration, where he led teams of attorneys reviewing over 70,000 disaster loan applications, drafted and negotiated loan documents, and advised management on compliance and risk mitigation strategies. His federal service strengthened his abilities in transaction document drafting, regulatory compliance and managing multi-party closings under tight deadlines.

Kurt earned his J.D. from Case Western Reserve University School of Law where he was recognized with the Outstanding Note of the Year award and served as Technical Editor-in-Chief of War Crimes Prosecution Watch and Publishing Editor of the Health Matrix Journal of Law-Medicine. He received his B.A. in International Affairs, cum laude, from Kennesaw State University.
