Jason Kotlyarov Authors Cybersecurity Guide for JATC Training Directors in Secure Unions

Kutak Rock attorney Jason Kotlyarov authored an article, “Cybersecurity Guide for JATC Training Directors,” published in the September 2025 issue of Secure Unions magazine. The article provides practical guidance for Joint Apprenticeship and Training Committees (JATCs), which face unique challenges in balancing compliance obligations with limited resources.
In his piece, Jason explains how JATCs, functioning simultaneously as ERISA plans, employers, and registered apprenticeship programs, must comply with Department of Labor (DOL) cybersecurity best practices. He outlines key steps training directors can take, including conducting comprehensive cybersecurity inventories, reviewing data access and retention policies, and ensuring issues are communicated to the Board of Trustees. He also emphasizes the importance of working with legal counsel and cybersecurity professionals to implement feasible protections within constrained budgets.
