In the article, "PROMESA And The Future of Puerto Rico," Wilson describes the Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA) as new and unique legislation related to the Commonwealth of Puerto Rico's default on substantial payment obligations. He summarizes the provisions of the Act; its possible relevance to territories other than Puerto Rico; and other aspects related to the Act.
