Joel represents governmental bond issuers, underwriters and nonprofit and private activity borrowers in tax-exempt bond and public finance matters. His experience in the healthcare industry includes bond and lease financings for hospital and health systems, academic medical centers and retirement facilities. 

A key portion of Joel's practice consists of advising clients with respect to the disclosure, regulatory and tax aspects of state and public university financings. Joel counsels clients in connection with wastewater/clean water and drinking water state revolving funds, and has done so since the inception of those programs.
 

  • Bond counsel, underwriter's counsel and borrower's counsel for financings of hospital and health system, academic medical center and retirement center facilities in more than a dozen states.
  • Structuring wastewater/clean water or drinking water state revolving fund programs; serving as bond counsel, underwriter's counsel and disclosure counsel in such program financings.
  • Disclosure counsel for state government, public university, public-private partnership and affiliated entity financing projects payable from a variety of revenue sources.
  • Counsel in connection with economic development and inter-local government projects, including drafting legislation and negotiation of financing, land acquisition and intergovernmental agreements among federal, state and local agencies.
