Ryan counsels special districts in Florida on matters relating to district operations and governance, including financing of infrastructure, contracts, public procurement of goods and services, ethics, public records, and open meetings. Additionally, he counsels landowners and developers regarding special district formation and financing of infrastructure.

Prior to joining Kutak Rock, Ryan’s career in public finance began as an attorney for Florida’s Division of Bond Finance (DBF), where he served in the capacity of issuer’s counsel. At DBF, Ryan provided legal services to the State of Florida relating to the sale and issuance of municipal bonds and other forms of debt on behalf of State agencies, State universities, and nonprofit public benefit corporations. This experience included validation of bonds, preparation of offering documents, facilitation of bond closings, and issuer compliance with securities disclosure requirements.
