Kutak Rock congratulates Matt Boch, a transition partner in the firm’s Tax practice group and former Chief Commissioner of the Arkansas Tax Appeals Commission, on being named the Lawrence L. (Larry) Lasser Tax Judge of the Year for 2025.

The award, presented by the National Conference of State Tax Judges in conjunction with the Lincoln Institute of Land Policy, recognizes outstanding leadership and excellence among state tax adjudicators across the nation.

During his tenure at the Arkansas Tax Appeals Commission, Matt helped oversee the development of the State’s independent forum for resolving tax disputes. Under his leadership, the Commission worked toward greater fairness and efficiency in Arkansas tax appeals.

Matt is a tax, business and regulatory attorney with a particular focus on state and local taxes (SALT) and economic development incentives. Matt advises taxpayers on SALT matters across the country, including state income taxes, sales and use taxes, gross receipts taxes, property taxes, excise taxes, premium taxes and severance taxes. He represents taxpayers in all stages of tax controversies as well as taxpayers seeking voluntary disclosures or guidance requests.  Policy work has been a particular focus for Matt, and he has been associated with several Arkansas tax reforms.
