Cheryl’s work has not only shaped the legal and practical frameworks of development in the state but has also exemplified the intellectual rigor and personal integrity that define the profession at its best.

AFCD is a respected trade organization representing Florida’s master-planned community developers—many of whom are also longstanding clients of Kutak Rock.

Cheryl is an attorney in the firm's Tallahassee office. She spends her time in Tallahassee talking with legislative and agency leaders about laws and regulations of these special forms of government. She continues to consult with clients and other firm lawyers on these and related matters.
