Kutak Rock Welcomes David Gallacher to its Corporate Practice Group

Kutak Rock is pleased to announce that David Gallacher, a corporate attorney and government contracts specialist with over 20 years of experience, has joined its corporate practice group and Government Services team in the firm’s Washington, D.C. office. 

David will assist clients in understanding how to navigate the labyrinth of federal regulations applicable to government contractors, particularly relating to the Federal Acquisition Regulations, export controls, Buy American requirements, supply chain management, small business regulations, and mergers and acquisitions.  He is a prolific writer and speaker, helping teach clients how to manage their regulatory obligations under their government contracts. In this respect, he helps clients invest in compliance instead of merely reacting to regulatory problems as they arise. 

David is also a seasoned litigator, having prosecuted bid protests and contract claims against the U.S. government in federal court and other administrative forums, as well as defending government contractors under the qui tam provisions of the False Claims Act.   

David received a J.D. from the American University Washington College of Law and a B.A. from the University of Utah. He is admitted to practice in the District of Columbia and Virginia and the U.S. Court of Appeals for the Federal Circuit and U.S. Court of Federal Claims.  He is also an adjunct instructor at George Mason University relating to government contracting.
