Jeffrey Blumenfeld to Moderate CDFA Panel

Jeffrey Blumenfeld, of counsel in Kutak Rock’s Philadelphia office, will moderate a panel at the Council of Development Finance Agencies (CDFA) National Development Finance Summit on Thursday, November 9 at 11:15 am. The panel, entitled “Revolving Loan Funds (RLFs) for Childcare, Nonprofits & Critical Needs,” will cover how RLFs are expanding access to capital for a variety of critical needs within our communities.

RLFs have historically provided attainable financing to entities that are unable to acquire traditional bank lending. RLF programs are increasingly being used to offer affordable capital to childcare centers, nonprofits, and other community-based organizationsespecially as these types of enterprises continue to recover from the pandemic.

Jeff’s practice consists primarily of serving as bond counsel and underwriter’s counsel in public offerings of (mostly) tax-exempt debt primarily in Pennsylvania and New Jersey but in other states around the country, as well. Over his nearly 40-year career, Jeff has accumulated experience in nearly all areas of public finance, representing a variety of issuers (from one-building school districts to bi-state compacts), borrowers, underwriters, trustees, credit enhancers and investors in a wide range of bond issues.  Jeff also has significant experience in resolving IRS and SEC inquiries.
