Mr. Likes is a partner in the Omaha and Minneapolis offices of Kutak Rock LLP and practices in the area of public finance. Mr. Likes conducts a national practice in which he acts as bond counsel and special tax counsel to municipal issuers, as well as counsel to underwriters, lenders, borrowers, trustees and credit providers, all in connection with the issuance of municipal bonds. He focuses on the areas of single- and multifamily housing, state and local government finance, hospitals and long-term care and other health care facilities, higher education and other 501(c)(3) organizations and airport finance.

  • Acts as bond counsel, general counsel, special tax counsel and underwriters’ counsel to several state housing agencies and instrumentalities in connection with the issuance of mortgage revenue bonds, multifamily housing revenue bonds and mortgage credit certificates.
  • Acts as bond counsel, underwriters’ counsel, disclosure counsel and special tax counsel to numerous cities, counties, public school districts and special taxing districts throughout Nebraska, Iowa, South Dakota and Oklahoma in connection with general obligation and revenue financings for a variety of public facilities and improvements.
  • Acted as underwriters’ counsel and lenders’ counsel in connection with numerous financings for hospitals, other acute care facilities, long-term care facilities, assisted-living facilities, senior housing facilities and other continuing care retirement communities.
  • Acted as bond counsel and/or underwriter’s counsel in connection with more than 25 transactions for private colleges and universities totaling more than $400 million issued by state and local issuers.
  • Acts as special tax counsel to municipal issuers and underwriters of bonds issued pursuant to the American Recovery and Reinvestment Act, particularly Build America Bonds, Qualified School Construction Bonds and Recovery Zone Bonds.
  • Acts as bond counsel and special tax counsel to the Airport Authority of the City of Lincoln, Nebraska.
