Sisera Daniel is a partner and Chair of the Public Finance Department in the Washington, D.C. office. She counsels governmental entities, financial institutions and non-profit organizations on housing and other public finance transactions.

Sisera routinely advises state and local housing finance agencies on single family and multifamily transaction structures’ compliance with relevant federal, state and local securities, tax and other laws. She also represents state and local issuers, and, on occasion developers, on economic development, industrial development, non-profit, and higher education transaction structures.

  • Over 15 years of experience as bond counsel, underwriters’ counsel, disclosure counsel and/or issuer’s counsel on hundreds of tax-exempt debt financings aggregating over $11 billion.
  • Bond counsel, underwriters’ counsel and/or disclosure counsel to multiple state and local housing finance agencies on over $9.7 billion in single family and multifamily taxable and tax-exempt debt structures.
  • Developed, as bond counsel, a Moody’s Investors Service Aa2-rated master trust indenture which provides a variety of flexible financing options to a state housing finance agency, including, without limitation, tax-exempt bonds, loans, notes and other evidences of indebtedness, derivatives, parity and non-parity obligations, and pooled and/or individual loan financings.
  • Bond counsel to a Georgia issuer whose proposed tax allocation bonds (also known as tax increment bonds) withstood a challenge by a local taxpayer before the Supreme Court of Georgia.
  • Bond counsel for the first issue of tax-exempt multifamily housing bonds in Georgia utilizing funds available under the TCAP Exchange Program of the United States Treasury authorized by the American Recovery and Reinvestment Act of 2009.
