Jill B. Laorr


For more than 25 years, Jill has focused her practice on public finance.

Jill has served as underwriter’s counsel, bond counsel, bank counsel, purchaser’s counsel, borrower’s counsel, trustee’s counsel and issuer’s counsel on public finance transactions on behalf of health care borrowers, higher education borrowers, charter schools, student loan issuers, affordable housing borrowers, industrial development borrowers and various governmental entities. She has extensive experience on tax-exempt financings throughout the Midwest, Southwest and western United States. She also serves as lender’s counsel on a variety of conventional forms of financing.

  • Served as bond counsel and/or underwriter’s counsel in over 100 transactions for hospitals and other health care organizations.
  • Served as bond counsel, underwriter’s counsel and/or borrower’s counsel in connection with more than 30 transactions for public and nonprofit colleges and universities.
  • Acted as purchaser’s counsel in connection with more than 50 transactions involving direct purchase of tax-exempt bonds and notes.
  • Served as trustee’s counsel in connection with multifamily housing, health care, education and governmental financings throughout the Midwest.
