David focuses his practice on public finance and government affairs. He has worked with both state and local governments and nonprofit organizations on economic development projects involving solar energy, resorts, commercial and industrial expansion and relocation, multi-use development and multifamily. David also has experience assisting clients in matters involving tax credits and state and local financing incentives, including the incentives provided under the Georgia Tourism Development Act, the Regional Economic Business Assistance Program and Georgia’s local “bonds for title” structure.

Prior to joining Kutak Rock, David served as Deputy Counsel for the Georgia Department of Economic Development and Director of Legal Affairs for the Technical College System of Georgia. In such capacities, he was responsible for managing the implementation of federally funded workforce programs in the State of Georgia. David also served as the Governor-appointed State-level Equal Opportunity Officer for the State’s federally funded workforce programs.

• Bond counsel in public finance matters that have financed and refinanced the cost of acquiring, constructing and equipping projects, including public schools, private schools and charter schools, renewable energy projects, manufacturing facilities and multifamily housing projects.
