As a member of the firm’s Secondary Markets and Derivatives Group, Ryan focuses on municipal and structured finance for multifamily housing transactions and other financing products relating to programs administered by the United States Department of Housing and Urban Development (HUD).
Prior to joining the firm, Ryan served as a Deputy Attorney General in the Financial Affairs & State Contracting Practice Group of the New Jersey Office of the Attorney General (NJOAG), Division of Law. In this role, Ryan acted as general counsel to the New Jersey Redevelopment Authority and the Fort Monmouth Economic Revitalization Authority, as well as associate general counsel to the New Jersey Economic Development Authority and the New Jersey Department of the Treasury. In such capacities, Ryan provided transactional counsel and advised on matters involving board governance, tax incentives, project finance, commercial and residential redevelopment, HUD disaster recovery funding, regulatory issues, litigation, appropriations, public records and procurement. Ryan also served as a judicial law clerk to the Honorable Karen L. Suter in both the Appellate and Chancery Divisions of the Superior Court of New Jersey prior to joining the NJOAG.
