Legislative Assistant

Kutak Rock LLP has an opening for a full-time Legislative Assistant in its Washington DC office. The individual will support the firm on federal policy and corporate issues by tracking and reporting on federal agency (primarily Department of Energy and Department of Defense), policy and legislation and the federal appropriations process. Various, additional issues related to federal policy, local government advocacy, federal regulations and funding are also within the position's responsibility. The position will require significant association management activities. Candidate will support the firm related to client issues in other areas.

Description of Duties:

  • Manage an association’s daily activities www.energyca.org
  • Write a regular blog and newsletter (and use other social media to access membership and decision-makers)
  • Track, analyze and report on legislation related to federal and other issues
  • Track, analyze and report on client priorities in the federal budget, including authorizations and appropriations; all stages of the budget process (e.g., request, markup, final passage); specific funding levels for programs and accounts; and provisions and report language
  • Communicate with local government elected and other officials
  • Prepare formal memoranda for clients and research reports
  • Research federal programs, budget issues, legislation, regulations, statutes and agency guidance
  • Association meeting planning
  • Prepare and update an annual guidebook containing regulations, statutes, agency guidance and other materials related to the disposal of federal real estate
  • Compile and distribute news related to client issues for an internal audience via an electronic newsletter on a daily basis
  • Prepare a daily external email, including a compilation of relevant articles, press releases and original reporting
  • Manage website content
  • Prepare state and federal legislation tracking reports regarding various client issues
  • Prepare background and presentation materials for attorneys related to meetings and conferences
  • Prepare proposals to provide legal services, to include identifying required format and content, collecting needed information from parties within the firm, and writing introductions and executive summaries
  • Other duties as assigned

Knowledge and Abilities Relevant to the Position:

  • Knowledge of United States Government institutions and processes
  • Knowledge of the federal legislative and budgeting process
  • Experience working in or with associations and meeting planning
  • Track and report on diverse, fast-moving legislation and other federal law/rule-making issues
  • Communicate complex information in a style and format that can be easily understood while including all necessary details
  • Perform general, legislative research and independently identify tasks that require completion
  • Manage tasks from multiple attorneys with diverse clients and client issues
  • Prioritize workload, especially as it relates to diverse client priorities that exist within the federal budget process
  • Write and edit expository and persuasive materials for various audiences, including clients reading formal memoranda, lawmakers and agency officials reading correspondence and industry experts and local government officials reading newsletters and magazines
