Debbie serves as a member of the firm's Executive Committee.

Debbie is the managing partner of the Washington, D.C. office and a member of the firm's Executive Committee. Debbie practices primarily in the areas of public finance and banking law. She has served as bond counsel, bank counsel, purchaser’s counsel, swap provider’s counsel and underwriter’s counsel in debt issues aggregating more than $25 billion for a wide range of public and private projects including airport expansions, cultural institution and hospital expansions, public power facilities, water and sewer facilities, toll roads, bridges and multi-family housing projects. Debbie has particular expertise in the issuance of variable rate debt instruments, including variable rate demand bonds, indexed bonds, commercial paper and in short-term lending and bridge financing by commercial banks.

Debbie's current practice is focused on the representation of commercial banks in a variety of public finance transactions (publicly offered and privately placed) that incorporate the use of letters of credit, direct purchase agreements, liquidity facilities, bridge and permanent loans. She also has represented commercial banks in equipment lease financings for municipalities, school districts and federal agencies. Most recently, Debbie has been assisting clients in workouts of distressed municipal securities, including debt of issuers who have sought protection under Chapter 9 of the bankruptcy code.
