Ms. Starks is of counsel in the firm's Kansas City office.

Ms. Starks practices in the areas of health care regulation, contracting, compliance and transactional matters. Her contracting work involves drafting and negotiating a variety of health care contracts, including physician employment agreements, service agreements, collaborative practice agreements, nursing home agreements and affiliation agreements. She advises clients regarding health care governance, Stark Law compliance, HIPAA compliance, and the Anti-Kickback Statute. She also has experience in preparation of tax exemption applications for health care organizations and drafting transaction documents for physician practice acquisitions.

In addition, Ms. Starks provides counsel to private companies, nonprofit organizations and governmental and quasi-governmental entities on a variety of governance practice reviews and governance enhancement activities, including reviewing, assessing, preparing and updating corporate governance policies and procedure, preparing senior management employment agreements, corporate governance, business entity formation and tax planning.

Prior to joining Kutak Rock, Ms. Starks drafted primary and ancillary documents for both public finance and real estate transactions and was involved in preparing key documents for a state-revolving loan program designed to facilitate funding for municipalities to finance infrastructure improvements related to water and sewer projects. Ms. Starks was instrumental in the establishment of the first Port Improvement Districts (PID) established in the state of Missouri, and was responsible for preparing key documents and filing a petition for the establishment of the PID. Additionally, Ms. Starks has experience working on economic development projects including the formulation of economic development tool kits for municipalities.
