Mr. Kistler is of counsel in the firm’s Spokane location where he practices general municipal law and public finance.

His practice emphasizes serving as general counsel to Washington public school districts, where he has substantial experience advising on a wide range of issues arising under employment and education law.

He also has extensive experience advising on matters arising under the Washington State Open Public Meetings Act and Public Records Act, and has argued cases in state court involving disclosure of records and application of exemptions to disclosure under the Public Records Act.

Mr. Kistler’s practice also focuses on serving as bond counsel to Washington school districts, and providing services as bond counsel, issuer’s counsel, disclosure counsel and underwriter’s counsel in various public finance transactions involving tax-exempt and taxable financings for public entities in the state of Washington, including cities, fire districts and library districts.

In addition, Mr. Kistler regularly advises clients regarding general corporate and employment matters.

Prior to joining Kutak Rock, Mr. Kistler was partner at a law firm serving as general counsel to numerous school districts throughout the state of Washington. Before that Mr. Kistler was an associate in the intellectual property group at Schulte Roth & Zabel in New York, New York.
