Ms. Stebbins is a partner in the firm’s Atlanta office and concentrates her practice in the areas of banking and public finance. She routinely represents domestic and foreign banks as direct lenders and as providers of credit enhancement and liquidity support for securities transactions. Ms. Stebbins’ experience includes various types of financing transactions, including publicly and privately offered taxable and tax-exempt securities for the benefit of state, city and local governments, health care groups, public utilities and higher education institutions located throughout the country.

  • Represented a bank purchasing over $200 million in indexed floating rate securities issued by a city in a private placement.
  • Assisted a bank providing a revolving line of credit of $400 million to a public transit authority.
  • Worked with a single family credit enhancer in connection with credit substitutions for over $600 million in variable rate securities issued by a state housing corporation.
  • Represented a bank providing credit enhancement to over $150 million in certificates of participation issued by a city.
  • Worked with a bank providing liquidity support for $300 million in general obligation bonds issued by a state and for over $170 million in revenue bonds issued by a health care group.
  • Assisted a lead lender providing a credit facility of over $90 million for the construction, operation and maintenance of a proton therapy facility for use in the treatment of cancer.
