Ms. Jackler is a partner in the firm’s Washington, D.C. office and Chair of the D.C. Corporate and Government Services Department. She advises federal agencies, state and local governments, and private entities on structuring, implementing, and financing public-private partnership (P3) projects, military base realignment and closure (BRAC) matters, and programmatic and regulatory development.

Ms. Jackler provides a range of legal services to federal agencies. Representative matters include supporting federal agencies to:

  • Create and implement a new federal grant program relating to veteran homelessness by drafting a Proposed Rule, Final Rule, and Notice of Fund Availability, educating stakeholders, and developing program materials and processes for use by the federal agency and its grantees.
  • Negotiate, implement, amend, and terminate enhanced-use lease transactions, leases, licenses, and other agreements.
  • Prepare Congressional and other reports by analyzing federal and state laws in multiple jurisdictions and developing policy recommendations.
  • Execute more than $3 billion of military housing privatization projects.
  • Resolve disputes, negotiate settlements, defend and prosecute litigation.

Ms. Jackler supports governmental and private sector clients to accomplish billions of dollars of public-private partnership (P3) projects, assisting with the inception, negotiation, implementation, and termination stages of such projects.

By negotiating and implementing economic development conveyances and public benefit conveyances, Ms. Jackler has assisted governors’ offices, mayors’ offices, and other local redevelopment authorities to enable the redevelopment of over 5,000 acres at closed military installations. Ms. Jackler supports these entities by helping them to navigate the base realignment and closure (BRAC) processes, drafting RFPs, participating in selection processes, and negotiating leases, development agreements, and disposition agreements.

Ms. Jackler also represents private entities interacting with governmental entities. For example, she regularly drafts and tracks legislation, resolutions, regulations, and grant opportunities to address the objectives of her clients. She serves as lender’s counsel on the financing of energy savings performance contracts (ESPCs) and has represented clients in leasing transactions with the federal government.

Ms. Jackler has leveraged her experiences working with governmental entities and financing public-private partnerships to assist clients to execute some of the first “pay for success” transactions (also commonly referred to as “social impact bonds”) in the country.
