Ms. Kober has extensive experience representing participants in public and private financing transactions, including single family and multifamily housing financings, military housing and lodging financings, veterans housing bond financing and student loan financings. She has also participated in student housing, hospital and health care financings. Ms. Kober has acted as bond counsel, underwriter’s counsel, issuer’s counsel, borrower’s counsel, trustee’s counsel and/or credit enhancer’s counsel for private activity bond housing financings, 501(c)(3) transactions, governmental transactions, student loan and student housing financings, hospital and health care financings and military housing and lodging transactions.

Ms. Kober has been directly involved in the development of numerous new types of innovative financings and structures, including those involving military and single family housing, and securitized structures. She has represented clients in various capacities in financings involving GNMA, Fannie Mae and Freddie Mac mortgage backed securities, derivatives, swaps, standby bond purchase agreements and credit and liquidity facilities. She has extensive experience with state securities or “Blue Sky” laws of the 50 United States, the District of Columbia and Puerto Rico with respect to offer and sale of securities of public issuers.

  • Participated as bond counsel, issuer’s counsel, underwriter’s counsel, trustee’s counsel, borrower’s counsel and credit enhancer’s counsel in public and private financings.
  • Acted as counsel in over $3 billion of military housing privatization transactions.
  • Involved in the first privatization of military lodging facilities.
  • Served as underwriter’s counsel for the Project Finance magazine “Deal of the Year 2005” transaction for Army Hawaii Family Housing and assisted as lender’s counsel for the Project Finance magazine “2009 North America Real Estate Deal of the Year” transaction for the Privatization of Army Lodging financing.
  • Served as bond counsel for Institutional Investor's 1990 “Deal of the Year” with respect to the first issuance of variable rate and residual interest securities for single family housing programs.
  • Participated in the development of a variety of structures for financings, both tax exempt and taxable, including senior/subordinate note and bond financings, commercial paper and medium term note financings.
  • Served as bond counsel for the issuance of the first student loan auction rate obligations and commercial paper obligations.
