Mr. Sorett is an attorney in the Washington DC office of Kutak Rock LLP and is nationally recognized as one of the leading authorities on government contracts at all levels of government. He began his career at GAO focusing on bid protests, claims and appropriations law, and then moved to the U.S. Environmental Protection Agency where he was Assistant General Counsel of Grants overseeing all of the financial aspects of EPA’s grant and cooperative agreement transactions including Superfund and the wastewater treatment program under the Clean Water Act. In those capacities, he handled hundreds of bid protests and claims.

Mr. Sorett left EPA to join Touche Ross & Co. (now Deloitte) where he worked with the former Executive Secretary of the Cost Accounting Standards (CAS) on CAS allocation and FAR Part 31 allowability matters. He also took on the role as National Coordinator for Infrastructure Finance while at Touche Ross and was one of the founders of the National Council on Public Private Partnerships in 1984 which is the leading trade association in this area of activity. Mr. Sorett then became the head of the legal department at an aerospace and defense company in Baltimore (now part of Textron), and later became Vice President of Contracts and Assistant General Counsel of ICF Kaiser.

In 1995, Mr. Sorett returned to his law school alma mater to be the Director of Curriculum for the George Washington University Law School’s Government Contracts Program where he taught courses on all aspects of government contracts. He left that position to become the head of the government contracts practice at Grant Thornton where he dealt with CAS, FAR Part 31, contested audits, and claims.

Mr. Sorett joined Reed Smith in 2000 as a partner practicing government contracts, and in 2004 joined McKenna Long & Aldridge as a partner in its government contracts practice group which was the largest of its kind in the nation. During his time there, Mr. Sorett served for several years as General Counsel to Serco, Inc. which is a multinational company with a U.S. subsidiary with revenues in excess of $1 Billion. When McKenna merged into Dentons in 2016, Mr. Sorett moved his practice to Kutak Rock where he handles all aspects of government contracts.

Steve currently focuses on infrastructure projects at all levels of government. He regularly negotiates federal third party finance transactions. At the federal level he has handled transactions amounting to over $5 Billion during the last ten years especially in the area of utility privatization and enhanced use leasing. His clients have mostly been with the private sector dealing with the Defense Department and the Department of Energy. He has been involved over the years on a wide variety of legal issues pertaining to environmental, energy, and national security issues such as indemnification of contractors who deal with hazardous or nuclear waste, operation and maintenance of key infrastructure assets at military and DOE locations, and financial/accounting matters pertaining to limiting corporate risk.

Steve is also recognized as one of the leading authorities on federal procurement, appropriations and budgetary scoring. He has chaired committees of the American Bar Association on public-private partnerships as well as grants; and he was one of the principle authors of an ABA White Paper published in 2008 on budgetary scoring.

Mr. Sorett is listed in Who’s Who in America, Who’s Who in American Law, and Who’s Who in American Education and recently was awarded a Distinguished Lifetime Achievement award by Who’s Who. He is a cum laude graduate of Yale University and George Washington University Law School. He is currently an Adjunct Professor at the Ave Maria School of Law.
