Scott heads the firm's public finance hospitality practice. He focuses his practice exclusively on public finance matters and represents underwriters, municipal issuers, 501(c)(3) corporations and developers as bond counsel and underwriter's counsel on a variety of traditional government financings. Scott has been particularly active in innovative public/private tax-exempt financings involving nontraditional governmental projects, including governmentally owned hotels. He also has been involved in education, transportation, maritime and airport financings. With his team approach and extensive experience on a wide variety of financings, Scott has successfully counseled his clients from inception through closing on hundreds of public finance transactions.

  • Bond and underwriter’s counsel for a number of governmentally owned hotel projects, including several convention center hotels for cities such as Austin, Texas; Denver, Colorado; Omaha, Nebraska; Sacramento, California; and Erie, Pennsylvania.
  • Underwriter’s counsel for a statewide pool of tax and revenue anticipation notes for school districts in California for the past 25 years. The pool has grown from $10 million in size with three participants to as large as $1.1 billion with more than 400 participants.
  • Bond Counsel to a California school district formed in 2008 faced with numerous issues related to debt assumption.
  • Underwriter’s counsel on transportation financings sponsored by the California Transit Finance Corporation. Financings have included the use of federal grants to pay for 80% of lease payments for the acquisition of buses.
  • Bond counsel and underwriter’s counsel for governmental and 501(c)(3) acquisitions of mobile home parks in California in order to preserve affordable housing.
