Richard concentrates his practice in the area of derivatives associated with municipal finance and securitization transactions.

Richard has 15 years of experience in interest rate swaps and derivatives representing a variety of market participants including financial institutions, governmental entities (including state entities, housing finance agencies, municipalities, healthcare systems and tribal governments), financial guaranty insurance companies, corporations and public pensions plans. He has extensive experience preparing and negotiating ISDA-based documentation for interest rate swap transactions, rate caps, swap options, novations, terminations, total return swaps, credit default swaps and currency and commodity transactions, including related credit support annexes, guarantees, control agreements and other related collateral and security documents.

In addition, Richard counsels clients on Dodd-Frank and CFTC regulatory compliance matters including those relating to business conduct rules, treatment of “special entities” (which includes a variety of governmental entities and certain employee benefit plans and governmental plans under ERISA), end-user clearing exceptions, uncleared swaps variation margin requirements, and other matters addressed by ISDA protocols and bilateral terms of business arrangements between counterparties.
