Mr. Fricke’s practice is dedicated to advising on municipal finance transactions. He has broad experience with financings including tax-exempt and taxable, fixed and variable rate, new money and refunding, public and private placement offerings, insured and liquidity supported, conversions, restructurings, capital appreciation, direct purchases and bank-qualified transactions.

Since 1990 he has acted as bond counsel, underwriter’s counsel, issuer’s counsel, bank counsel, borrower’s counsel, trustee’s counsel, credit provider’s counsel and special swap counsel in connection with general obligation bonds, revenue bonds and double-barreled bonds. Much of his work is connected to financings for municipal improvements for municipalities, airport authorities, hospital districts, state agencies, school districts and park districts. He frequently works on bonds issued to fund utilities, housing, industrial development, waste disposal, airports, health care providers and higher education institutions. He also represents various parties in connection with tax increment, special service area, special assessment and municipal lease financings.

In addition to bond work, he represents municipal entities and banks in connection with revolving credit agreements, construction and term loans, standby bond purchase agreements, reimbursement agreements and letters of credit.
