Ms. Graney is of counsel with Kutak Rock. She is affiliated with the Scottsdale office but is located in Albuquerque, New Mexico. She practices in the area of Public Finance with an emphasis on transactions involving Indian tribes. Ms. Graney has represented tribal and state governments and tribal entities in connection with real property transactions, natural resources management, and legislative affairs.

While serving as general counsel to Native American tribal governments, she advised on a broad range of issues including water rights, land use, utilities law, protection of tribal sovereignty, criminal jurisdiction, and game and fish regulation. She has represented tribal clients in federal and state court, before federal and state administrative agencies, and in appellate court proceedings. Her experience includes negotiating and drafting documents for complex real property transactions involving tribes and federal and state agencies, negotiating and drafting leases for commercial uses including renewable energy projects, developing cooperative agreements between tribal entities and federal and state agencies and negotiating right-of-way and lease agreements for the use of tribal land. She also has served as a mediator on civil law matters including water rights disputes.
