Noelle focuses on transactions involving tribes, tribal entities, and their business partners.

Noelle’s practice includes work on tribal transactions involving taxable and tax-exempt debt issuances. She has also represented state governments and tribal and state government entities in connection with real property transactions, natural resources management, and legislative affairs.

While serving as general counsel to Native American tribal governments, she advised on a broad range of issues including water rights, land use, utilities law, protection of tribal sovereignty, criminal jurisdiction, and game and fish regulation. Her experience includes negotiating and drafting leases for commercial uses, developing cooperative agreements between tribal entities and federal and state agencies, and negotiating right-of-way and lease agreements for the use of tribal land.
