For more than 25 years, Ken has concentrated his practice in the area of public finance.

Ken routinely represents special districts, cities, counties and authorities as bond counsel and disclosure counsel, in addition to his representation of a variety of underwriters and banks.

Ken serves as special bond counsel to the New Mexico Department of Transportation and disclosure counsel to the New Mexico State Board of Finance. He advises these clients on a variety of debt instruments, including, but not limited to, general obligation bonds, revenue bonds, capital appreciation bonds and certificates of participation. With his broad experience assisting hundreds of clients, he has successfully financed more than $1 billion of public projects in the states of Colorado and Florida.

  • Served as special bond counsel to the New Mexico Department of Transportation with respect to its refinancings and restructuring of its debt portfolio.
  • Served as disclosure counsel to large governmental issuers such as the New Mexico State Board of Finance and Denver Water.
  • Represents banking institutions in various tax-exempt direct placement financings.
  • Represented Denver Housing Authority in innovative affordable housing/tax credit/urban renewal financing.
  • Co-bond counsel to Denver Transit Partners for the financing of $397,835,000 of tax-exempt bonds for Colorado’s Regional Transportation District’s Eagle P3 project connecting Denver
  • International Airport to downtown Denver with a commuter rail line.
  • Completed variable rate lease purchases of surplus water rights for Colorado metropolitan districts.
  • Served as bond counsel on large-scale redevelopment projects in Centennial, Arvada and Vail, Colorado.
  • Assisted in the successful appeals of bond-related litigation in the Supreme Courts of Colorado and Florida.
